Segundo a Promotoria, h\u00e1 evid\u00eancias de que os investigados se associaram para viabilizar cobran\u00e7as il\u00edcitas de usu\u00e1rios do SUS.<\/strong><\/p>\n

Durante tr\u00eas horas o m\u00e9dico doutor Itamar dos Santos prestou depoimento no F\u00f3rum de Ub\u00e1. \u00c0 tarde foi a vez da diretora do Hospital Santa Isabel tamb\u00e9m prestar esclarecimentos.<\/p>\n

O Minist\u00e9rio P\u00fablico (MP) e as Pol\u00edcias Militar e Civil deflagraram a opera\u00e7\u00e3o “Sala Vermelha” nesta quinta-feira (24). O objetivo \u00e9 cumprir um mandado de pris\u00e3o tempor\u00e1ria e 12 de busca e apreens\u00e3o em Ub\u00e1, Guarani, Pira\u00faba e Rio Novo. Os mandados foram deferidos pela Justi\u00e7a da Comarca de Ub\u00e1.<\/p>\n

A a\u00e7\u00e3o \u00e9 resultado de investiga\u00e7\u00e3o de poss\u00edveis condutas delituosas empreendidas por gestores, servidores e profissionais de sa\u00fade vinculados ao Hospital Santa Isabel, em Ub\u00e1, e ao Hospital Dr. Armando Xavier Vieira, em Guarani. O nome “Sala Vermelha” \u00e9 uma refer\u00eancia ao local em que os pacientes em estado grave s\u00e3o recebidos nas unidades de sa\u00fade de urg\u00eancia e emerg\u00eancia.<\/p>\n

Segundo o MP, as duas entidades filantr\u00f3picas conveniadas ao Sistema \u00danico de Sa\u00fade (SUS) s\u00e3o investigadas por causa da “cria\u00e7\u00e3o de fluxo paralelo ao sistema oficial de regula\u00e7\u00e3o de acesso aos servi\u00e7os hospitalares SUS de urg\u00eancia e emerg\u00eancia (SUSf\u00e1cil) \u2013 interna\u00e7\u00e3o e pronto-socorro -, mediante exig\u00eancia il\u00edcita de pagamento de consultas m\u00e9dicas pelos respectivos usu\u00e1rios”.<\/p>\n

Ainda de acordo com o MP, as provas documentais e testemunhais do Procedimento Investigat\u00f3rio Criminal demonstram que de 2013 a 2018 os profissionais de sa\u00fade\/gestores hospitalares do Hospital Santa Isabel em Ub\u00e1 implementaram o funcionamento de \u201cdupla porta\u201d em Pronto-Socorro para atendimento \u00e0s urg\u00eancias m\u00e9dicas. Uma era direcionada aos usu\u00e1rios particulares e de planos de sa\u00fade e outra a pacientes SUS.<\/p>\n

De acordo com a Promotoria, h\u00e1 evid\u00eancias de que os investigados se associaram para viabilizar cobran\u00e7as il\u00edcitas de usu\u00e1rios do SUS por consultas m\u00e9dicas realizadas no Pronto-Socorro do Hospital Santa Isabel de duas formas:<\/p>\n

fraude ao Sistema de Regula\u00e7\u00e3o SUSf\u00e1cil (transfer\u00eancias interhospitalares), em que os pacientes eram transferidos informalmente das unidades hospitalares de origem para o Hospital Santa Isabel, sob a condicionante do pagamento da consulta m\u00e9dica de Pronto-Socorro, passando na frente de outros pacientes SUS que aguardavam transfer\u00eancia atrav\u00e9s do sistema oficial;<\/p>\n

fraude ao Sistema de Classifica\u00e7\u00e3o de Risco do Pronto-Socorro do Hospital Santa Isabel, de forma que aqueles usu\u00e1rios que se submetiam ao pagamento das consultas particulares no Pronto-Socorro, burlavam a fila de espera do SUS, acessando imediatamente a consulta inicial almejada e os servi\u00e7os do pr\u00f3prio Sistema \u00danico de Sa\u00fade disponibilizados pela unidade.<\/p>\n

Pelo Minist\u00e9rio P\u00fablico, atuam no caso de forma conjunta a 4\u00aa Promotoria de Justi\u00e7a da Comarca de Ub\u00e1, da Coordenadoria Regional das Promotorias de Justi\u00e7a de Defesa da Sa\u00fade da Macrorregi\u00e3o Sanit\u00e1ria Sudeste e do Grupo de Atua\u00e7\u00e3o Especial de Combate ao Crime Organizado (Gaeco) Regional de Visconde do Rio Branco.<\/p>\n

Investiga\u00e7\u00e3o em andamento<\/p>\n

Em 2018, outras duas a\u00e7\u00f5es j\u00e1 apuravam irregularidades no Hospital Doutor Armando Xavier Vieira, em Guarani.<\/p>\n

Em setembro, um idoso, de 65 anos, foi preso em flagrante por corrup\u00e7\u00e3o passiva durante uma vistoria na unidade. A pol\u00edcia descobriu que o hospital cobrava taxas para realiza\u00e7\u00e3o de exames de raio-X que deveriam ser gratuitos, atrav\u00e9s de cotas do Sistema \u00danico de Sa\u00fade (SUS) e de outros conv\u00eanios. Tamb\u00e9m havia cobran\u00e7as il\u00edcitas de cirurgias, exames de ultrassom, de sangue e repasses de verbas municipais para custear plant\u00f5es.<\/p>\n

Em novembro, foram cumpridos mandados de busca e apreens\u00e3o no hospital e nas casas de tr\u00eas pessoas investigadas. Os materiais foram apreendidos e ser\u00e3o analisados pelos investigadores para compor o inqu\u00e9rito que analisa o caso, que \u00e9 conduzido pelo delegado Rafael Ramos Nalin, juntamente com o promotor de Justi\u00e7a respons\u00e1vel pela Coordenadoria Regional de Defesa da Sa\u00fade da Macrorregi\u00e3o Sanit\u00e1ria Sudeste, Rodrigo Ferreira de Barros.<\/p>\n
